Meta does not deliver marketing templates to US numbers and returns WhatsApp error 131049. Since 1 April 2025 that block applies on Cloud API and the other Business Messaging APIs. The Cloud API messages webhook shows status failed, code 131049, and details "This message was not delivered to maintain healthy ecosystem engagement."
Have the US lead write you first. The best path is a Click-to-WhatsApp ad. After that inbound, send an approved WhatsAble template, including to US numbers. Utility and service replies after they write still work. Inbound plus engagement is Meta's rule, not a WhatsAble bypass. A US number is +1 and a US area code. Canada and Caribbean +1 numbers are not US.
How do I still message US customers after 131049?
Run a Click-to-WhatsApp ad in Meta Ads so the lead messages the business. WhatsAble does not create the ad.

Catch that first inbound with n8n, Zapier, Make, or a webhook you created.

After they write you, send an approved template from WhatsAble.
- Zapier: Send WhatsApp Message. In the template configuration, pick the approved template and map the variables.
- Make: Send WhatsApp Message → Send WhatsApp Template.
- n8n: On the WhatsAble Action node, choose Send template, Send non-template, or Update recipient.
Keep them replying. Replies keep templates allowed. No timer.
An Agent Skill only sees this inbound if it sits on a webhook you created. The skill does not send the template.
Is this a different WhatsApp error?
Use the webhook code and the details string.
For a US number, 131049 is the marketing-template block. Worldwide the same code is also the per-user marketing cap. Meta withholds extra marketing templates when a person is unlikely to engage. Waiting 24 hours and resending a cold marketing template to a US number does not lift the US block.
- 131047: the 24-hour window closed. Send a template. That is not the US marketing ban.
- 131026: unable to deliver. The number may not be on WhatsApp, the person may not have accepted the terms, or the app is old. Not US-specific. Do not treat 131026 as 131049.
- 130497: the WhatsApp Business Account is restricted from messaging certain countries by business category. That is not the US marketing-template rule.
- 131050: that recipient opted out of your marketing. Not a country ban.
What this is not
Utility and service after they write first still work. WhatsAble cannot bypass Meta. Skip wa.me links, QR codes, website widgets, and inbox compose. A 24-hour or 72-hour window is not a WhatsAble feature. Meta names 131047 when the 24-hour window has closed.
